LAAFB project won 2008 Air Force Design Excellence Honor Award and the 2004 American Planning Association's Planning Project Award (Los Angeles Division.)
Kearny is pleased to have led the team selected for the Los Angeles Air Force Base (LAAFB) build-to-suit and private sector development of the excess land in El Segundo and Hawthorne. Total project costs were approximately $500 million. This unique project involved trading government-owned land in exchange for the design and construction of new facilities at LAAFB.
The United States Air Force sought proposals for the development of a new campus to consolidate its existing facilities. The new Space and Missile Systems Center is a 542,000 sf state-of-the-art, low- rise office campus. The campus was completed three months ahead of schedule in January, 2006. After consolidating the Base Operations into the new campus, the Air Force deeded 39 acres in Hawthorne at the 405 freeway and El Segundo Blvd. and another 13 acre parcel two miles to the south to the development team. Kearny successfully led the efforts to entitle the properties for much needed housing. The 13-acre property, which was sold to
Centex
in December 2004 included 280 for sale units delivered in 2006 thru 2007. The 39-acre property, which was sold to
Lyon Homes
in September 2006, includes 625 for sale units with delivery expected in 2008 thru 2013.
The entitlement efforts were completed in nine months and included an EIR/EIS, annexation of land from El Segundo to Hawthorne, the approval of Tentative Maps, Specific Plans and Development Agreements, along with creating a new redevelopment district in Hawthorne and agreements with the County of Los Angeles and the Hawthorne Redevelopment Agency to pledge the incremental property taxes and fulfill a low-to-moderate housing obligation for approximately 180 units. Indicative of Kearny’s versatility and flexibility, halfway through the DEIR process the plans for the 39 acre site were changed from retail to residential due to community input. Kearny also successfully defended two lawsuits, one a challenge by a competitor to Kearny's selection by the Air Force and the second a CEQA challenge by a Hawthorne resident.
The process of selecting a developer consisted of three distinct RFQ/RFP phases, which commenced in the Spring of 2001. Six high quality development teams responded. The team led by Kearny, consisting Kearny Real Estate Company, Morgan Stanley Real Estate Fund IV and ProLogis (formerly Catellus), was selected in October 2002 for exclusive negotiations. The contract was signed January 23, 2004. Construction for the Child Development Center was completed November 2004 and the construction for the main campus was completed in January 2006. The timely completion of the new campus was a critical factor in keeping LAAFB off the base closure list.
